Hi,
This is normally caused by mod_ssl not being able to load the libeay32.dll and/or ssleay32.dll.
If you downloaded the latest OPEN-SSL tool then copy these 2 dll's from the OPEN_SSL folder you installed that into, and put them in the \wamp\bin\php\php{version} folder.
Do this for all versions of PHP that you have installed into WAMPServer.
Then using the wampmanager menus do this to make sure the correct SYMLINKS are created to these new dll's
(right click)wampmanager icon -> Refresh
Now start/restart Apache using
(left click) wampmanager -> Apache -> Service Administration -> Restart service
And all should be well
