The WAMPServer uninstall leaves the MYSQL folder and some of its contents on the system.
Basically uninstall only removes what it placed on the system and not even those files if they were chnaged since the install.
If that folder is where you installed WAMPServer then YES you can delete that folder and subfolders. BUT IT DOES NOT LOOK LIKE THAT IS A WAMPSERVER INSTALL FOLDER
If it was a wampserver installed folder it would look like \wamp\bin\mysql
Did you or do you have another MYSQL Server installation on your system?
NOTE: It is recommended to install WAMPServer into a root folder i.e. C: or D: etc and not to install it into any folder structure that includes spaces or non simple ascii character.
