have problem with config Perl

Hi, i'm runing 1.6.1 wampserver plus plug in perl. How do i configure the apache to setup the cgi-bin in windows it can't seem to find it when it does find the perl program. It request for me to download it.

I know i'm doing something wrong..
can any one help..
