Error 403

I am a person trying to start a website. I have a working knowledge of HTML and I am a decent networker. I have portforwarded correctly and I have tried countless youtube tutorials. I am new to WAMP and home webhosting. I just want a simple website, I do not need mysql, I do not need pHpMyAdmin unless they are necessary in hosting a basic website.

I can not connect to my website from any other computer apart from the host computer. Not even computers on my network. If anyone has anyway to resolve this it would be much appreciated.

Windows 8.1
Version of Wamp Server installed?
2.4
Version of Apache you are running?
2.4.4
Version of MySQL you are running?
5.4.12
Version of PHP you are running?
5.4.16

Please read this docuement [forum.wampserver.com]

it contains fixes for some issues with the 2.4 release. One of which is the online/offline fix, which should solve your problem and also tell you how to make the server available to the world or just your pc.

Where does it say that because I went through all of the apache documentation in that thread and did not find a fix.
