Wamp + ForwardHQ

So I've gotten my localhost site to work. The icon is green and everything was working. One day I went to continue working on my site and the CSS is not working all of a sudden. However if I just view the site by opening up the html in google or in Dreamweaver the CSS works just fine. I ran through the troubleshooting and got nothing. Any help would be appreciated.

The answer is almost definitely to create a Virtual Host to contain your site.

If you have WAMPServer 3 there is a tool that will do most of the work for you

So I uninstalled WAMP and I've been trying to reinstall it. I randomly checked the localhost and I got this at the bottom of the page

*** ERROR *** The PHP configuration loaded file is: - should be: C:/wamp64/bin/apache/apache2.4.17/bin/php.ini or c:/wamp64/bin/php/php5.6.16/phpforapache.ini

What does it mean and how do I fix it?

Never mind just installed WAMPServer 3. Knock on wood so far it works.

Wampmanager Icon -> Apache -> Version -> 2.4.17 (Click on 2.4.17)
