[release] [settings translation] German (Deutsch) language

Hey guys,
for all of the German users I translated the new language modules in 3.0.0+
They found in "../WAMP/lang/modules"
Actually there is no German translation til now.
Enjoy it!

INSTALL
Create a new PHP file which is called "settings_deutsch.php"
Copy the text from pastebin into the created file.
Right click your WAMP server icon and press "Refresh"
