Sending email

I am not able to send email from any application I run in wamp. I have downloaded and set up postcast server for SMPT, and I can send email from outlook, but not from my apps.
I am testing oscommerce and some hand coded apps, norton AV gives me an error message, 451. Running XP, php 4. Can I send email out of my machine?
