Apache x64 needs OpenSSL x64

I had been receiving the ambiguous error:
Cannot load modules/mod_ssl.so into server: the operating system cannot run %1

Thanks to a post on his blog, Jernej Lekše (http://www.jerc.si/httpd-exe-mod_ssl-so-the-operating-syste-m-cannot-run-1/) pointed out that if you run the wamp x64, you need to also run the open ssl x64.

Seems dense to not realize that, but the error messaging did not help.
I hope this jogs someone else's memory.

A suggestion too: update openssl as part of the v3 update.

In no way! OpenSSL is a third party module.

Another note for folks struggling with this problem is to be careful with the OpenSSL version that you install. I initially installed OpenSSL v1.0.1s and that was not supported with PHP 7 and Apache 2.4.17. I then switched to OpenSSL v1.0.2g and that one is working correctly.
