Important Error.

Hi everyone,
I've installed wampserver 1.6 everything work perfect, but sometimes I get this error If I try to run something on windows:
"The application failed to initialize properly (0xc000012d) click on OK to terminate application" and "Not enough quota is available to process this command"
And I cant do anything.. I must to restart windows or close the wampp server.. Whats wrong?
P 4 2.6 ghz
1 GB DDRAM
Windows xp sp2
Wampp server 1.6
