Hi Nando,
I hope you had your databases backed up before doing a reinstall or you didi not reinstall over the top of your existing version
First you should identify which service has not been started, look at the menus to see which service will let you start it (not restart), that will be the one that has failed to start.
Please look at your error log.
It sounds to me like you have a database corruption, this will be logged in the mysql error log, but view apache and mysql logs
