Modifying my.ini has no effect

Just installed WAMP, and changing the mysql configuration file at C:\wamp\bin\mysql\mysql5.5.20 does not seem to have any effect.
I am simply trying to set "lower_case_table_names = 0" in this file. Deleting the file and intentionally placing syntax errors in the file does not have an effect either. I am restarting all services (and sometimes rebooting) after every change.

I did some more reading, and I was putting the directive in question in the wrong area within the my.ini file.
Chalk this one up to my inexperience dealing with mysql configuration files.
