WampServer

I have loaded wordpress theme files in to a unique folder under 'www'. I see the wampserver home page and my unique folder is visible under "your projects". when i double click this folder link nothing happens. I see other links to documentation for php, mysql and Apache but which to use? Do I need to use them even?

First you have to install WordPress.... then you install a Wordpress theme!
