WampServer

I'm a very new newbie. I get the following error message when I try to acces the phpMyAdmin. We are learning how to use it in class via www.phpMyAdmin.net. Last year I had it on my laptop and it worked fine. This past week, I downloaded Apache, Php, MySql separately but didn't like it and uninstalled them all along with my older version of WAMP. Then I reinstalled WAMP, but lost the functionality of phpMyAdmin with the following msg:

This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage.
