Localhost redirecting to live website.

Windows 8.1(32 bit)
Wampserver 2.5
Apache 2.4.9
MySQL 5.6.17
PHP 5.5.12
What I have on my localhost is a copy of the live website. After importing the database, I tried typing in Localhost and it is redirecting me to the live website on the web.
What am I doing wrong? I guess this has something to do with permalinks, however no.htaccess file exists in the localhost directory.

Is it a WORDPRESS site?
If so, look on the Wordpress web site for instructions on how to properly transfer a site from one host to another.
