Can't save files in?

Windows 7, fresh install
Notepad and Notepad++
Fresh WAMP install
Any files whether php, txt, html files can't be edited but will not save in folders under the www folder. I've never had this problem with XP or Vista, and I am thinking that it is some setting that needs to be changed.
The message is something like :
"You cannot save this file as it is being opened in another program"
Even on restart I get this, and with WAMP closed.
I have not reinstalled WAMP, as I had to import all my databases.
Any of these files save perfectly anywhere else (Desktop etc.)
