Cannot Load Wamp Properly - Please Help

I'm installing WAMP on new machine trying to follow steps from old machine and I'm getting red in the icon as well as a lock. I don't know where to find "Commonly Known Errors" so could someone please help?

I've also already set the document root directory in two places in the Apache http.conf file, have alternated ports from 80 to 81 (because 80 wouldn't work on the old machine) and everything else seems to be good.

I'd appreciate any help with this. Thanks!

BTW, my hosts file in this directory also looks good: C:\WINDOWS\system32\drivers\etc

everything is commented (#) except the line:

127.0.0.1 localhost

Yes, I just did now that you suggested it and I get "Problem loading page". I don't suspect it would since I have "red" in the odometer icon plus a lock. Do you have any other ideas? I appreciate it... thanks

red means no service run at all; do/did you have any web server before using wamp?

Thanks for your reply.. I got caught up last week and still trying to figure this out. Yes, I had Wamp working on my old machine but trying to install on a new one. so to answer your question, no, I haven't installed a server on this machine until now. I'm pretty sure I've followed all the same steps but it's not working. I don't know what else to try. If you have any other ideas, please let me know. Thank you,

In addition, I tried testing Apache>Service>Test Port 80 and I get "You port 80 is not actually used"

this is what I got when I changed my httpd.conf file :
ServerName localhost:80
& Listen: 80

They were previously set to 81 since that's what worked on my old machine...

If you have any other advice, I'd appreciate it. Thanks!

seems your isp block port 80 so you should use port 81 or 8181 instead
