That is what phpMyAdmin is for.
You can also use any tool/utility that can see and use a MySQL database. There is nothing proprietary about WAMPServer, its just a tool to get Apache/MySQL and PHP installed at the click of a button rather than doing it all yourself.
I use MySQL Workbench, its free from the MySQL developers ( or rather Oracle now ) and much more Windows-like than phpmyadmin.
However you will probably see phpmyadmin on any hosted server you may use so it is worth getting familiar with it at least.
