With luck the new install should have left the old folders alone.
But it will have installed a new version of Apache & PHP & MySQL.
You data should still be there under the old MySQL folder \wamp\bin\mysql\mysql.old.version.number
Also with luck you can switch back to that old version of MySQL using the
wampmanager -> MySQL -> Version -> and click the old version
You can also swicth back to the old apache using
wampmanager -> Apache -> Version -> and click the old version
If thats all you need then ok, othewise you can backup your database then switch back to the new MySQL and restore it there.
Ditto with Apache.

For furture reference, if the wamp folder is still there after you rebuild Windows, all you need to do to get it running again is
wampmanager -> MySQL -> Service -> Install service
wampmanager -> Apache -> Service -> Install service
Thats all that is actually installed, all the other stuff is just used bu those 2 and PHP.
