IIS and Wamp are both webservers with advantages and inconvenients. You should choose one of both (wamp :b ) and uninstall the second one, because you don't need to have two webservers that do the same thing...
Main problem is that they are both running on port 80, and that IIS is started before wamp. So when you start wampserver, port is already used, and apache fails to start. And so, you fall on IIS homepage.
I suggest you to uninstall IIS, or if really you want to keep both, then change IIS port to 8080 or 81. Read it's documentation to know how to do. Then to use IIS webpages, you need to precise the new port in the url. Nothing to change for wamp pages.
