The issue that you got that message is most likely you didn't setup ftp account properly in ftp server. In addition, did you setup permission for ftp server in all firewalls?

No, your thought is wrong since most host use *nix, not Windows, ie. WAMP, and most php scripts that work in wamp will work in *nix but a lot of php scripts work in *nix will NOT work in wamp but Smarty is not php script and it should work in wamp unless your smarty call some php functions that only exist in *nix
