Hello, I am trying to learn content management systems and would like to install JOOMLA on a local machine before installing on a host. I followed the instructions at and icon in the task bar is 75% yellow and I cannot get to the page that the instructions are referring to. The icon in the task bar says "WAMPSERVER - server offline" WHAT AM I DOING WRONG??? Thank you
