to all who had the problem of not being able to view your localhost/phpMyAdmin/etc i solved the problem by removing my TCP/IP v6 protocol from my network connection under the properties/general tab of my network adapter in the Network Connections folder in Windows so obviously there is an issue with IPv6 in MySQL/PHP/Apache <--- one or all of the 3 just givin everyone a heads up
