WampServer

I have a CSV file with 42,000 records which phpMyAdmin cannot handle as expected. I have researched online the various timeout and limit settings that others state need to be increased to prevent timeout. MySQL error log says wampmysqld64: Forcing close of thread 101 user: 'root' while the phpMyAdmin response looks like it will be successful, indicating the table name an stuff atop the window,
