WampServer

I have access to mysqdbl and mariadb consoles, as well as phpadmin and get the localhost home page (the index.php file that came with the wampserver files.

I just installed WampServer 3.1.9; All services running. But using localhost/testmyqldb.php, I get: Connect Error (2002) No connection could be made because the target machine actively refused it. I'm a newbie with Wampserver and would appreciate any help on this. .
