WampServer

I can go to the phpmyadmin page on localhost, but if I try to login using "root" and no password I get this error: "mysqli_real_connect(): (HY000/2002): No connection could be made because the target machine actively refused it." I can disable all anti-virus and windows firewalls and still nothing. I've tried everything suggested on line regarding the MySQL server not
