Okay, after massaging and/or deleting various security programs, all services are active and I can reach the php welcome screen. I guess I learned the hazards of too much security... Thanks for the help and feedback. If I have any further issues, I'll try to resolve them before wasting your unpaid time.

Okay, after endless tinkering, tuning off all AV, firewall, and AWS, I have the orange icon back. Turning back on one by one, it seems maybe spybot was contributing to this mess. Yes, you're absolutely right, and I'm an idiot. I thought the empty "Quarantine" on Comodo main screen was the sandbox, but teh sandbox is apparently "Containment," buried several screen layers down in the settings. I disabled Comodo and switched to windows firewall to open up the ports, not realizing Comodo had sandboxed wamp. Simply switching to windows firewall of course di

One more thing: I double-checked my hosts file, and saw that the '#' was back at the front of the two lines for IPv4/IPv6 localhost. I had ryn as admin and unchecked read-only from the properties, but I forgot about AV/ASW programs lurking in the background that had to be disabled.
