I have the same issue. Installed the Windows 10 Creators update and got the same error message as above. Re-installed Windows and the problem goes away, but as soon as I update to the Creators Update, the error appears again. I did find out that if you run wampserver in compatibility mode it runs fine. Looks like something in the update is breaking the program.
