Yes i use openssl 64bit but apache does't start with error mod_ssl miss, that it is not true

windows server 2016 X64 wamp 3.0.6 @64 apache 2.4.23 the server worked fine but i need to enable mod_ssl and now apache service doesn't start anymore with and error on event viewer of windows OS "Cannot load modules/mod_ssl.so" the file on /module is there like all others someone suggest to install openssl by here i tried Win64OpenSSL_Light-1_1_0d.exe but apache doesn't w
