It clearly states in my first entry that "I completely uninstalled version 1.6 as the instructions said". That is why this setting in the php.ini file was wiped out - because we had to completely uninstall the old version. It's one of the things that people need to remember to re-set after a complete uninstall.

I found the problem: My application requires register_globals = On - which I've read is not the best practice, but I didn't write the original application... Apparently on my previous upgrades, this setting wasn't wiped out, but with the upgrade to 1.7 it was. Just putting the tip in here in case any one else has this problem.

I've tried to upgrade to wamp 1.7 and everything seems to be working individually, but when I try to log in to my own application I get "incorrect username or password". Please help. Is this due to the OLD_PASSWORD incompatibility? If so, please give specific instructions on how to fix it.
