Problem fixed... The Installation of the "service" failed. Reinstalling apache as a service fixed the problem.

The following Software is installed - Windows 8.1 64bit (including all updates) - Visual C++ 2005 Redistributable (x84/x64) - Visual C++ 2008 Redistributable (x84/x64) - Visual C++ 2010 Redistributable (x84/x64) - Visual C++ 2012 Redistributable (x84/x64) - WAMP Server 2.5 It seems that the Apache Server is not starting.
