WampServer

I have no tried to FTP my local host that is up and running through my recently installed version of wamp. I have made no modifications, the first thing I tried to do was ftp to it. I tried flashfxp and smartftp. Both refuse the connection, saying something like "No connection could be made because the target machine actively refused it". Is wamp blocking the ftp connection? Thanks.
