that doesnt make sense. if you installed it the first time it should've worked. i don't think it wouldn't work because you didn't UNinstall it right...what happened to the first install?

should you have installed WAMP, then try to test to see if it's working by going to or [127.0.0.1] and your browser just 'hangs there' there are some things you can do: check to see if anything else is running on Port 80 of your computer.
