Thanks jaisingh1006! Worked like a charm. For any that read this later. My intermittent problem with my CSS not working on HTTPS was solved by updating my openSSL. If you have to do this MAKE SURE you are using the correct (32 bit or 64 bit) full version of openSSL. Similar instructions here:

Feel stupid. Had 64 bit wamp loaded and 32 bit openSSL lite. Upgrading to 64 bit openSSL full version and will try again...

After much fiddling I now have 3 possible responses. 1) It shows up correctly (20% of the time). 2) It shows up without any formatting (no CSS) (60% of the time). 3) It gives me a 501 error. Frustrating to see it working itermittently.

Ok, I'm not 100% sure what your instruction is saying to do. If I copy those files from the OpenSSL directory to the WAMP/apache/apache2.4.4 the server cannot start with a "Cannot load modules/mod_ssl.so" error. If I copy from the WAMP directory to the OpenSSL directory I am not sure I see a change.

Interesting new symptom. When I refresh the site I get different results. Sometimes it shows the photo. Sometimes the 501 error. Others it show the page without the CSS.

Hmm, no matter what type of link format I try it doesn't work. Now I'm seeing a "501 Not Implemented" error in the Chrome "inspect element" feature.

I've recently used OpenSSL to set up SSL for my test website that I'm hosting on my computer. I have a url set up through No-Ip to access the website from the internet. When I go to the site works fine, but when I go to the page doesn't format using the CSS file. My photos all work fine.
