Apache error log has no errors. Are there other error logs I should check? The plugin is a paid plugin so I can't really link to it as it's behind a membership site.

ahh crap, that was it. I disabled the single plugin I had installed and that fixed it. Problem is, that one plugin is the only reason I installed Wordpress in the first place. It's a plugin which enables me to design and create mobile websites. It works fine on my web hosted WP install but I wanted to use it in an area where I don't have internet access so I figured Wamp was the solution.

Windows XP (SP3) on an old laptop. Never mind - I fixed it :-) I decided to completely uninstall WAMP and reinstall it. This time at the end of the install a window popped up saying the MS firewall was blocking Apache and it gave me the option to NOT block it. Did that and now it's working. Don't know why I didn't get a firewall notice the first time I installed WAMP Hope this helps someone else
