I hate to be dense, but I haven't installed it. I'm running Windows Vista on my laptop, I looked at services running and IIS is not running at all. This is a Windows feature you can turn.

I did the install for a test environment on my laptop I have not turned on the IIS services, is that my problem?

I've just installed Wamp, when checking that the install was successful and working properly, I get the 403 error when launching phpmyadmin for the first time. I've gone through the forum treads, but cannot locate a document for this specific problem. I have tried changing the config.inc.php file to allow no password to false, but I still get the same error, my browser does not present a log in
