I was having the exact same problem and decided to 'Test Port 80' from the Apache Service menu - it reported an error and suggested that Skype may be causing it. I exited from Skype, 'Stop All Services' and then 'Start all Services' = green WAMP icon and active/working localhost. I didn't do anything where 'vcredist_x64.exe' or 'apache vc6' is concerned.
