WampServer

Maybe it because default port (port 80) probably used by IIS. Go to wamp/bin/apache then find httpd.conf open up with text pad or notepad then using ctrl+F find 80 then change 80 to 8080 and do the same thing change 80 to 8080 after it finish try to using the localhost:8080 ad the address
