Tried the above fixes and now can see WAMP Config screen but still no access to aliases. Error 403 continues on these locations.

I tried all of the above and also looked about mysql for password issues. I had loaded MySQL stand alone yesterday, but uninstalled so I found that it was automatically starting services and disabled them. But still get this message. I am Windows, Vista, 64-bit laptop. I'm a very new newbie. I get the following error message when I try to acces the phpMyAdmin. We are learning how to use it in class via www.phpMyAdmin.net.
