I'm not sure. It is being used by MediaWiki so like you say it is coming from either php or mysql, but I'm not sure how to tell which it is using.

How does one go about setting WAMP to use the server's time zone? Right now WAMP is being used to host a MediaWiki installation and the server time is set to UTC while the actual server itself is set to EST. I would like to set WAMP to use EST. I have tried changing the time zone in Apache, MySQL (not sure I did this part right), and PHP, and none of these make a difference so I must be doing i
