I had exactly the same problem. Tried lots of proposed solutions and finally found the solution that solved the problem for me: I had an old installation of a standalone php version that I removed, but the uninstall did not remove the php.ini file. It was this php.ini that was causing the problem, apparently the wamp php was using this php.ini file. I removed the old php.ini file and phpMyAdmin
