I had this same problem and managed to fix it. Just like your example above, I had DocumentRoot C:/vhosts/betaglucanreviews without the inverted commas around the document root directory. I don't know why but after I changed it to: DocumentRoot "C:/vhosts/betaglucanreviews" as in the example Vhosts, it worked! Hope that helps, Good luck.
