My experience is It will behave as if you have given it full permissions (777), but it won't change permissions (from php). The only danger is getting too relaxed and forgetting to use correct permissions when you try the same script(s) on a linux/Unix server online.

Interesting. I tried installing a couple of times, to make cookies behave by creating a virtual hostname with dots in. Having tried various combinations of methods, both with wampserver and similar Russian software, I found that when installing, specify localhost as localhost.net and cookies will magically start working (being honoured). will work as usual.
