Thank you! After removing everything and reinstalling I see that localhost is found immediately after installation, but the problem occurs when I repopulate my www folder from backup. I shall now start again and selectively add files to my www; this should emable me to discover the problem.

I have just installed 3.1.9_x64 (in d:\wamp64) after removing a previous version.All the services are running. Thank you; I seem to have been able to successfully install version 4.7.8 (pressing the Documentation icon in the top left hand corner opens the web documentation for that version). On the Users tab the message 'You do not have privileges to manipulate with the users!' has disappeared, but there is still no button to add users; I can only delete them even though ROOT has all priviledges. I can get phpMyAdmin to run with the ROOT user as you mention, but my problem is that I then cannot add users (with passwords) in the application (I want to simulate my external php site on my local computer for development purposes). I have just installed Wampserver version 3.1.7_x86. In phpMyAdmin 4.8.4. User ROOT has 'all priviliges' but a message at the top of the screen says 'You do not have privileges to manipulate with the users!' Am migrating from a Windows 7 32 bits machine to Windows 7 64 bits. Copied my WampServer2.0i.exe, which had worked without problems om my old maching to the new one. It turned out that the whole wamp directory was read only. I had finally to temporarily turn off User Account Control to remove this, but I could then follow your instructions with success, and my original problem is now solved. Thanks once again.

See now that the whole phpMyAdmin folder is read only (and this therefore applies for all the files within, although Windows dos not show them as beng read only). Will try turning this off

Thank you yfastud. Unfortunately config.inc.php seems to be read only (even when I try to edit it after a restart and before starting Wampserver, and the Windows "read only" flag is not set) so I cannot save the modified version.
