Help with Windows 7 netbook

I need help if someone is kind enough to assist me.

I am taking a graduate class on PHP & MYSQL. I am using a Samsung N210 netbook 32 bit with Windows 7 starter edition on it.

When I download WAMP server and attempt to run it, I get this error:

"The program can't start because php_mbstring.dll is missing from your computer. Try reinstalling the program to fix this problem."

I've tried re-installing over and over to no avail. What I can do is right-click on the WAMP icon and click "troubleshoot compatibility" and the program does turn green at the bottom. However, many things I've tried to do to get this thing connected brings up either the above error or another.

Is it a problem with Windows 7 starter, my netbook, or both or neither? I could really use some help.

And by the way, I have downloaded Microsoft C++ from this link but still no go

Actually yes! I have files for another website I manage. How do you combine these or work around this?

You can only have 1 web server so you have to uninstall and completely remove the other in order to use this wamp. Make sure to backup your web data and databases before uninstalling winking smiley
