How do you access the full admin for wamp? I want to set it to start upon laptop startup.

Apache and mysql are windows services. Wamp installs them to be started manually i.e. by the wampserver icon.
If you want them to start automatically on boot, go to
Control Panel -> Administrative Tools -> Services
Find the 2 services in the list, they are called wampapache and wampmysql
Left click each one and select Properties.
In the dialog that is launched change "Startup type" from manual to automatic.
