phpmyadmin is 403 and localhost page redirects to vhost

Everything was working fine. Then I was not able to start Apache. Reinstalled Wamp. Neither Apache nor MySQL appear as services, but are running.

Tried to access phpMyadmin but I get 403 error. and the localhost index page does not appear any longer I get redirected to the index page of the domain I have setup.

What do I do?
