I've installed wampserver on my laptop, but while I can access local host and phpinfo(), I cannot access phpmyadmin due a permission issue. What settings do I need to change for phpmyadmin?

i did not upgrade but i lost access to phpmyadmin last week. i am getting an HTTP Error on loading phpmyadmin and the error is regarding the Module php5ts.dll.
i have been searching and still cannot fix. the php5ts.dll is in the proper directory and i have not changed any config settings recently.
i am on windows xp home sp3, apache 2.2.17, mysql 5.5.8, php 5.3.5, phpmyadmin 3.3.9
very frustrating...any help would be appreciated.....
