Total Newb Question

I just installed WAMP.
I am trying to get some simple test php to work and nothing is happening..... getting frustrated.
I started all services and tried it. nothing
I then put the server online and tried it. nothing
Its a simple echo statement saved to C:/wamp/www/test.php. Is there a different folder I must save it to. I just tried using XAMPP and had the same issues and then I remembered i tried WAMP a few months ago and it worked fine. Any and All help is appreciated. thank you in advance.
Running XP. and [localhost] worked fine

Are you using full php tags "<?php" and not short ones "<?" ?
