LocalHost on D:drive won't open

I have my Wampserver on the D:drive.

After a recent PC rebuild, I have found the Localhost (127.0.0.1) will not open. I did point the install wizard at the D:drive. Is there something else I should do?

The Wamp icon is white with a red segment.
IIs not installed & I made your suggested alterations to Skype Port 80 connection.
Firewall Full Access.
C:\WINDOWS\system32\drivers\etc\host is set to '127.0.0.1 localhost' only.

(I am finding Wampserver a very valuable tool ...thanks for all your work!)

John
