Access DB From Another Server

I want to allow a script from another server to access mysql on my wamp server. I don't need to allow phpmyadmin access. I just need to allow server x (external) to access the mysql database on server y (wamp server). How can I do this?

You should simply be able to using your external IP and open port 80 then replace localhost with your IP. Ive always done it using the cPanel so it should be the same basic process

first, it will not work that way
second, it's not only for security reason but also some other factors as well such as static ip, domain, high upload speed, strong processor, large static RAM, server MOBO, server OS... you should not setup mysql for remote access
